Impacts of irrigation management transfer: a review of the evidence

Paper that wants to synthetize the information about management authority transfers in the irrigation processes (from a central management to a local, sometimes nongovernmental way). The author presents the main data from 29 studies because he is conscious that « (…) no clear analytical paradigm has yet emerged » (p.v).

He wants to understand what are the financial, physical and environmental impacts of these changes. An other goal is to see how the quality of the irrigation practices and maintenance are modified.
